The state, being fundamentally a security institution, manifests its sovereignty precisely where its instruments of social and economic control come up against actual bodies. This is what state sponsored terrorism and other forms of state sponsored violence consist of, this actual force, and this is where the state within the new world order shows itself up as an inherently violent institution.
